The Windows client runs text based NTVDM apps remotely but both the Android and HTML5 clients do not seem to support this type of application (just get a static light blue screen) is that expected?

Console applications are not available on Android/HTML5 client. If you use a console graphic wrapper, such as ConEmu then you will probably be able to run it on Android client/in e browser. Using ConEmu requires some additional configuration, which is described in the Winlector documentation. You need to create an ASCII file named guiapp.cfg in a Winflector server installation catalog (most often c:\winflector\server) and introduce the following line:
c:\program files\ConEmuConEmu.exe -consoleoff -knvoff -srvprocess=c:\windows\system32\cmd.exe
